(1)Immediately after the commencement of this Act, the Government shall appoint an administrator to exercise the powers and discharge the functions of the Vice-Chancellor under this Act till a Vice-Chancellor is appointed in accordance with the provisions of section 9:Provided that the person so appointed shall be a Professor of the University or any other University or college or an officer of the Government not below the rank of Secretary to Government.
