13. Acts and proceedings of Board presumed to be valid.
- No act or proceeding of the Board or of any of its committees shall be invalid merely by reason of-(a)any vacancy therein or any defect in the constitution thereof, or(b)any irregularity in its procedure not affecting the merit of the case.Chapter-III Functions of Board
