5. Selection and appointment of inmates as Inmate Officers.
(a)The selection of Inmate Officers shall be made from the inmates of the special star grade. The selection shall be regulated by close personal observation of the inmates, attention being especially paid to their general behaviour, their amenability to discipline, and their attention to instruction, both literary and industrial.(b)Inmate Officers may act as monitors in different capacities, and may be placed in authority over other inmates on parades, in the workshops or recreation rooms, and in other situations where they can assist the administration in various ways.
