It may be recalled that vide decision dated 31.10.2011 in File Nos.CIC/LS/A/2011/001977 and CIC/LS/A/2011/2341, the Commission had directed the CPIO of HPCL to have a site plan of the impugned premises prepared by a Government Approved Surveyor indicating the size of the plot and to supply a copy thereof to the appellant. The appellant has appeared before the Commission today in connection with File No. CIC/LS/A/2011/002132 and submits that a copy of the site plan has, indeed, been supplied to him but this document is fake in as-much-as he has got information under the RTI Act from the Tehsildar of Karvi, District Chitrakoot, to the effect that no Lekhpal of his Tehsil has been involved in preparing the site plan of the impugned premises. It is his contention that the signatures of Santosh Kumar Pande, Lekhpal of the area, have been forged as they do not match with the specimen signatures of Shri Pande which he has obtained from the Tehsildar in response to an RTI application.
2. On the other hand, Shri Raju Garg, Manager(MIS) submits that he got the site plan prepared by Shri G.S. Birdie, a Government Approved Surveyor, and the document in- question bears his seal and signatures. As regards the signatures of Santosh Kumar Pande, Lekhpal, Shri Garg would submit that off hand he cannot say whether the document bears his signatures or not.
3. Suffice it to say that if the site plan in-question does not bear the signatures of Shri Santosh Kumar Pande, Lekhpal, then it is a serious matter. In the premises, Shri Raju Garg, Manager(MIS), Lucknow, is hereby directed to ascertain from Shri G.S. Birdie the name and address of the Lekhpal who appended his signatures on the site plan in-question and convey this to the appellant. If it is found that forged signatures of any Lekhpal have been appended on the document, then Shri Raju Garg will initiate legal action against the author of the document and have a fresh site plan prepared through a more competent and more reliable Government Approved Surveyor and provide a copy thereof in 05 weeks.
