Section 11(1) in Sikkim Shops and Commercial Establishments Act, 1983
(1)No person shall carryon in or adjacent to a street or a public place the sale of any goods before the opening and after the closing hours fixed under sections 9 and 10 and for the shop dealing in the same class of goods in the locality in which such street or public place is situated:Provided that nothing in this section shall apply to the sale of newspapers.
