Section 15(1) in The West Bengal Primary Education Act, 1973
(1)The President or in his absence [* * * * * * * *] [Words 'the Vice-President shall preside at a meeting of the Board and in the absence of both the President and the Vice-President' omitted by W.B. Act 19 of 1994.] one of the members of the Board elected from amongst those present shall preside at the meeting of the Board, and the President or [* * * *] [Words 'the Vice-President' omitted by W.B. Act 19 of 1994.] such member shall be entitled to vote on any matter and shall have a second or casting vote in every case of equality of votes.
