(3)Notwithstanding anything contained in sub-rule (2), the Chief Controller or Controller authorised by Chief Controller, where he is satisfied that a license is required for a specific work which is not likely to last up to the 30th day of September of the year up to which the license is granted or renewed may grant or renew a license for such a period as is necessary.
