Section 42(2) in The Indian Post Office Rules, 1933
(2)If a parcel containing any of the articles mentioned in clauses (2) and (3) of rule 35 and in rules 36, 37, 37A, 38 & 40 is not packed in the manner prescribed therein, it shall not be forwarded.
