Section 12(4) in The Orissa Standard of Weights and Measures (Enforcement) Rules, 1993
(4)Every licence issued to a manufacturer, repairer or dealer shall be valid for a period of the calendar year, and may be renewed from year to year by the Controller or such other officer as may be authorised by him in this behalf.
