(3)On the written application of the Chairman, any police officer above the rank of a constable shall arrest any person who obstructs the Chairman or any member of the Development Authority of any officer or other employee of the Development Authority in the exercise of any power or performance of any function or discharge of any duties under this Act or the rules or the regulations made thereunder. -J.
