Section 37(3) in The Orissa Industrial Disputes Rules, 1959
(3)Where the number of workmen effected by the notice of change exceeds 100 and the majority of such workmen are not members of any trade union or association, the employer shall, where personal service is not practicable, cause the service of any such notice to be made by affixing the same to a notice board at or near the entrance or entrances of the establishment concerned and the notice shall remain so affixed for a period of twenty-one days. The notice shall be in English, in Oriya and in the language understood by the majority of the workmen in the establishment concerned.
