Section 18(1) in The U.P. Information and Public Relations Department (Headquarter) Group 'D' Service Rules, 1994
(1)The appointing authority shall make appointment by taking the names of the candidates in the order in which they stand in the lists prepared under Rule 15 or Rule 16 or Rule 17, as the case may be.
