Section 10(1) in The Bihar Kendu Leaves (Control of Trade) Act, 1973
(1)Every grower other than the State Government who intends to harvest kendu leaves grown on his land by himself or through any other person or agency shall get himself registered within such, period and in such manner as may be prescribed and shall be liable to maintain accounts and submit returns in such form and manner as may be prescribed.
