(b)If any member of the Board is unable by reason of his death, resignation or otherwise to complete his full term of office, the vacancy so caused may be filled by the State Government by the appointment of another person and the person so appointed shall fill such vacancy for the unexpired portion of the term for which the members in whose place such person is appointed, would otherwise have continued in office.
