(4)Except as provided by this Act, the management of a college shall be free to manage and control the affairs of the college and be responsible for its maintenance and upkeep, and its principal shall be responsible for the discipline of its students and for the superintendence and control over its staff. Provided that where as the college of technology, Pantnagar though under the control of and attached to the G.B. Pant Agriculture and Technology University Pantnagar, yet the admission and academic function of the said college shall be conducted under the provision of this Act.
