Section 83(2) in The Delhi Municipal Corporation Act, 1957
(2)In the absence of the Chairman and the Deputy Chairman from any meeting the members of any such committee shall choose one [from amongst the councillors] [Substituted by Act 67 of 1993] to preside over the meeting.
