(2)In such portion of the municipal area and in any premises wherever situated, in which there is a latrine or urinal connected with a municipal sewer or drain, it shall not be lawful, except with the written permission of the Chief Officer, for any person, who is not employed by or on behalf of the Chief Officer, to discharge any of the duties of scavengers.
