Section 7 in The Port Of New Mangalore Rules, 1976
7. Master to be in command of vessel.
- A vessel shall not be permitted to enter or leave the port or be moved from one berth to another in the port unless the master is on board :Provided that under exceptional circumstances, such as death or a serious illness of the master, arrangements may be made in consultation with the Conservator.
