(i)if the Appellate Authority before whom the appeal is pending is personally interested in the appeal and reports the matter to the District Court or [The Chief Judge, Court of Small Causes, Chennai] [Substituted by G. O. Ms. No. 2658, Home, dated the 12th November 1981.], as the case may be; or
