Section 3(7) in The Assam Elementary Education (Provincialisation) Act, 1974
(7)Notwithstanding anything contained in this Act the responsibility of proper administration and supervision of elementary education and arrangements of inspection and of proper training of teachers shall lie with the State Government. The State Government shall also determine the curriculum and duration, standard and syllabus of the course of instruction to be imparted in an elementary school.
