Section 19(4) in The Maharashtra Universities Act, 1994
(4)The Librarian shall be responsible for the development, modernization, upkeep and management of the university library or libraries and shall be responsible for maintaining the standards of teaching, research and professional skills in library science, in the university department of library science, if any, and offer his help and advice in this respect to the librarians or libraries of affiliated college or recognized institutions.
