Section 17(ix) in U.P. Zila Panchayats (Formation of Committees) Rules, 1997
(ix)The terms of every member elected to fill a vacancy caused by such retirement shall expire at the expiry of the terms of the committee or at the expiry of three years from the date of his election whichever is earlier.
