(2)The following constructions of the Government departments shall not come within the purview of operational construction for the purposes of these rules :-(a)new residential buildings (other than gate-lodges, quarters for limited essential operational staff);(b)roads and drains in colonies, hospitals, clubs, institutions and schools.
