Section 13(1) in The Orissa Secretariat Service Rules, 1980
(1)The recommendations of the Commission in respect of reference made to it under Sub-rule (1) of Rule 12 shall be considered by Government and the list of officers fit for promotion to different ranks in the service as approved by Government shall be the select list in respect of each rank.
