Section 10(4) in Goa Lotteries (Regulation) Rules, 2003
(4)The date and timings of draw shall not be altered ordinarily. However, under exceptional circumstances, depending upon the market conditions or for any other unforeseen circumstances, the Director, may alter the date and timings of draw. The Director shall publish such alteration in the newspapers.
