Section 26(d) in Tamil Nadu Panchayats Building Rules, 1997
(d)There shall be a minimum space of 85 cms. between the backs of any two rows of seats and a minimum of 35 cms. between the back of any seat and the front of the seat immediately behind it as measured between plumb lines.
