Section 12(b) in The Madurai Corporation Services (Discipline and Appeal) Rules, 1975
(b)Where any of the penalties mentioned in rule 3 has been imposed by the Commissioner on a member of the service holding Class III or Class IV post, the appeal shall lie to the Appeals Committee.
