Section 17(1) in The U.P. Excise (Prohibition) Subordinate Service Rules, 1978
(1)Recruitment by promotion to any category of posts in the service shall be made on the basis of seniority subject to the rejection of the unfit through a Selection Committee constituted under Rule 16.
