(2)The stability of a trolley bus shall be such that under any conditions of load, at an allowance of 68 Kilograms per passenger and his personal luggage for which the vehicle is registered, if the surface on which the vehicle stands are titled to either side to an angle of 32 degrees from the horizontal, the point at which over-turning occurs, would not be reached.
