(2)Every proceeding referred to in Clause 12(1) of these Regulations shall be conducted by the Forum:Provided that where a Member, for any reason, is unable to conduct a proceeding till it is completed, the Chairperson and the other Member thereof sitting together shall proceed.Provided further that in the absence of the Chairperson, the senior most Member shall preside over the proceedings.
