31. Case deemed to be ready on failure to file reply in time
.-When all or any of the respondent(s) fail(s) to file reply statement in the form and in the manner provided under rule 12 of the Procedure Rule within the time granted, the case shall be deemed to be ready for hearing and included in the ready list for final hearing.
