Section 261 in Goa Prisons Rules, 2006

261. Censoring and withholding of prisoners' letters and other communications.

(1)All communications addressed to and by a prisoner shall be censored by the Jailor specially empowered by the Superintendent. The Jailor shall himself scrutinise all communications of, or by, prisoners. The word 'censored' shall be stamped on all letters so censored under the dated initials of the Jailor. A rubber stamp may be used for this purpose.
(2)The Superintendent may withhold, for reasons to be recorded in Form XXI, any incoming or outgoing letter of a prisoner which seems to him to be improper or objectionable or he may erase any improper or objectionable passages in such letters.
(3)The work of censoring shall not be entrusted directly or indirectly to prisoners.
