Section 5(2) in The Sailing Vessels (Members Of Crew) Rules, 1967
(2)The Issuing Authority shall renew the permit or identity card for a period of [Three years] [Substitued by G.S.R. 150, dated 25th January, 1984] by making a suitable endorsement thereon :Provided that such Authority may, for reasons to be recorded in writing, renew the permit or identity card for a period less than '[three years] or refuse ro renew the same.
