Section 20(1) in The Press And Registration Of Books Act, 1867
(1)The State Government may, by notification in the Official Gazette, make such rules (not inconsistent with the rules made by the Central Government under section 20-A) as may be necessary or desirable for carrying out the objects of this Act.
