11. Presiding Officer.
- The Chairperson shall preside at every meeting of the committee, at which he is present, and in his absence, the Vice-Chairperson shall preside, but when both the Chairperson and the Vice-Chairperson are absence from any meeting, the members present shall elect one of the members to preside at that meeting.
