Section 576(1) in Rules under the United Provinces Excise Act, 1910
(1)The number and location of Nira licences for storage and supply of retail vend of Nira or for the manufacture of Gur (jaggery) or other similar product which is not an intoxicant shall be such as fixed by the Collector with the prior approval of the Excise Commissioner.
