Section 4(1) in The Courier Imports and Exports (Clearance) Regulations, 1998
(1)For the purpose of these regulations, the import or export goods shall be packed separately in identifiable courier company bags, with appropriate labels, in the following categories, namely :-(a)documents;(b)samples and free gifts;(c)dutiable or commercial goods;
