Section 115(1) in The Bihar and Orissa Local Self-Government Act, 1885
(1)provide, as far as possible, for the sanitation and conservancy of the Union and the prevention of [epidemic diseases and] [Inserted by B. and O. Act 1 of 1923.] public nuisances therein;
