Section 60(1) in The Rajasthan Municipalities (Election) Rules, 1994
(1)The returning officer shall exclude from the place fixed for counting of votes all persons except:-(a)counting supervisors and counting assistants.(b)persons authorized by the State Election Commission.(c)public servants on duty in connection with the election.(d)candidates, their election agents and not more than one counting agent per counting table.
