- Inspecting officers are not merely teachers or examiners. They should possess the experience and knowledge needed by teachers, but their real duty is to see how far the actual teachers understand the art of teaching and school management and how far they are careful and zealous in performing their duties; to give them instruction and advice with regard to their work, and in general to assist them in overcoming any difficulties which they may encounter.(Cf.
