Issue Regarding Proposed Policy Fo Fdi In Retail Sector. on 3 May, 2005

an> Title: Issue regarding proposed policy fo FDI in Retail Sector.

SHRI SANTASRI CHATTERJEE (SERAMPORE): I would like to draw a matter of very urgent public importance.  There is a proposal to bring FDI in retail trade, which is causing a great concern. The danger of foreign invasion in retail market is looming large.  If FDI is permitted in Indian retail market, the foreigners will capture at least 20 per cent of Indian market.  More than 80 lakh of employees in retail shops will lose their jobs because 98 per cent of retail market is in unorganised sector.  But the contribution of this sector in GDP is 14 per cent and it gives employment of the order of seven per cent of total workforce in the country.  Thus, it is one of the pillars of Indian economy.  According to Evolution of Food Retail Chains, there are 1,11,65,000 shops in India.  The density of these retail shops is the highest in India.   According to the survey of international consultants, A.C. Nilson and K.S.A. Technopack., there are 11 shops per every 1000 population.  Since 98 per cent of these shops are in unorganised sector, employing 3.95 crore people, they are out of the ambit of labour laws in the country.

So, I request the hon. Minister of Finance not to do anything which may cause serious repercussions on the Indian economy. Let the Government come down very seriously to safeguard our national interest[R13] .

13.00 hrs.

I am having serious consideration.  Now, Mr. Lal Singh to speak.
