Section 11C(6) in The Shri Jagannath Temple Rules, 1960
(6)If the number of persons whose names are validly proposed under Sub-Rule (2) exceeds the number of vacancies, the matter shall be decided by votes cast by the members present at the meeting in the manner hereinafter provided.
