Section 4(2) in The West Bengal Motor Vehicles Rules, 1989
(2)Every application for grant of a Learner's Licence or Driving Licence shall be accompanied by photo copy of the ration card or the local Employment Exchange card as an evidence of the local address of the applicant. Waiver of the production of the above documents, may he made by the licensing authority, if he is satisfied about the address of the applicant otherwise for reasons to be recorded in writing.
