Section 580(a) in Police Regulations, Bengal , 1943
(a)The Superintendent of Railway Police shall not pass orders for the surveillance of any person residing outside Bengal without previous consultation with the Superintendent of the district in which the person ordinarily resides. The district Superintendent shall not remove from surveillance any person concerned in a railway police case without the consent of the Superintendent of Railway Police.
