4. Unit of appointment.
- For purposes of appointment, transfer, discharge for want of vacancies, reappointment and appointment as full members of the service, the unit shall be as follows; -| Class | Unit |

| Class I, II and III | All the Municipalities in this State taken together. |
| Classes IV to VI (including) Classes IV (A) to (G) | The Municipality concerned. |
