Section 15(a) in The Orissa Service of Engineers' Rules, 1941
(a)The final selection of candidates shall be made by the [Government] [Substituted vide Orissa Gazette Extraordinary No. 1901/8.12.1974.] from amongst those who have been included in the list submitted by the Commission under Rule 13, or in respect of whom a report has been submitted in accordance with Rule 14.
