Section 5(2)(d) in Haryana Panchayati Raj Election Rules, 1994

(d)The proceedings shall be recorded in writing and signed by the authorities specified under sub-rule (1). Signatures or thumb impressions of at least two non-official persons alongwith their address witnessing the drawl of lot shall also be obtained on such proceedings.
