Section 103(a) in The Andaman and Nicobar Islands Port Rules, 2004
(a)The master of every vessel carrying petroleum or any other substance having flash point below 65.5°C (150° F) shall deliver to the pilot before entering the port of A & N Islands a written declaration under his signature.
