Section 4(1) in The Indian Postal Service (Group 'A') Rules, 1987
(1)The Service shall on the date of commencement of these rules consist of officers who have already been appointed on a regular basis to the Indian Postal Service Group 'A' in the various grades, namely, Junior Time Scale, Senior Time Scale, Junior Administrative Grade including the selection Grade and Senior Administrative Grade level-II and Level-I and Members postal Service Board except Member(Finance) and the officers so appointed shall be deemed to have been appointed to the respective grade at the initial constitution of the service.
