(3)The management seeking permission to open a new institution shall apply in the prescribed form to the Member-Secretary [of the Board] [These words were inserted by Maharashtra 1 of 2003 Section 14(b) (w.e.f. 27.11.2002).] before the last day of October of the year preceding the year from which the permission is sought.
